State of California AIR RESQURCES BOARD EXECUTIVE ORDER D—52 Relating to Exemptions under Section 27156 of the Yehicle Code THE FUELIZER CORPORATIQN "ELECTRONIC ENGINE FUELIZER" — Pursuant to the authority vested in the Air Resources Board by Section 27156 of the Vehicle Code; and Pursuant to the authority vested in the urdersigned by Section 39023 of the Health and Safety Code; If IS QRDERED AND RESOLYED: That the installation of the "Electrontc Engine Fuelizer" manufactured by the Fuelizer Corporation has been found to not reduce the effectiveness of required motor vehicle pollu— tion control devices and, therefore, is exempt from the prohibitions of Section 27156 of the Vehicle Code for 1975 model—year vehicles and dlder except vehicles equipped with oversize ignition wires, such as, Delco Remy HEI systems used with General Motors Corporation vehicles. This device consists of a set of plastic ignition wire adapters connected by an insulated wire. This Executive Order is valid provided that installation instructions for this device will not recommend tuning the vehicle to specifications different than those listed by the vehicle manufacturer. No claim shal} be made for requiring special ignition wires with this device. Changes made to the design or operating conditions of the device as originally submitted to the Air Resources Board for evaluation that adversely affect the performance of the vehicle‘s pollution control devices shall invalidate this Executive Order. Marketing of this device using an fdentification other than that shown in this Executive Order or marketing of this device for an applteatton other than those listed in this Executive Order shall be profibfted unless prior approval is obtained from the Air Resources Board. This Executive Order does not constitute any opinion as to the effect that the use of this device may have on any warranty either expressed or implied by the vehicle manufacturer. On the basis of its evaluation of the Fuelizer device, the Air Resourc Board has determined that the Fuelizer does not have a significant ef on engine ignition performance. Section 17500 of the Business and Professions Code makes unlawful, untrus or misleading advertising, and Section 17534 makes violation punishabi a misdemeanor. Sections 39130 and 39184 of the Health and Safety Code provide as follca:> "39130. No person shall install, sell, offer for sale, or advertiss, or, except in an application to the board for certification of a device, represent, any device as a motor vehicle poliution control device unless that device has been certified by the board. No person shall sell, offer for sale, advertise, or represent any moto: vehicle pollution control device as a certified device which, in fact, is not a certified device. Any violation of this section is a misdemeanor." "39184. (a) No person shall install, sell, offer for sale, or advectice 28. or, except in an application &0 the board for accreditation of a device, represent, any device as a motor vehicle pollution control device for use on any used motor vehicle unless that device has bean accredited by the beard. No person shall sell, offer for sale, a tise, or represent any motor vehicle pollution control device as accredited device. Any violation of this section is a misdemeanor." State: of California &T RESOURCES BOARD March 10, 1975 Staff Report TRE FUELIZER CORPORATION *ELECTRONIC ENGINE FUELIZER" UOfstrtbutor Terminal Adapter Systent for Exemption to the Prohibitions . of Sectfon 27156 of the Motor Yehicle Code Introduction The Fuelizer Corporetfon has applied for exemption to the prohibitions ‘of Section 27156 of the Motor Vehicle Code for the "Electronic Engine Fuelizer". Sectfom Z/15¢ prohibits the installation of any device \which reduces the effectiveness of motor vehicle emission control systems unless foumt by the Air Resources Board to not adversely affect emissions. The apprifcant: intends to sell the product as an aftermarket part for 4975 made]T—yerr~ vehifles and older except vehicles equipped with oversize fgnitfan w.'fi?es_,. such as, De1c6 Remy HEI systems used with General Motors Corporetion vehicles. The Air Resources Board hadpreviously evaluated similar devices when marketed under the nes of "Paser Magnum" and "Paser 500". After performing anm engimeerming evaluation, the Board found these devices to not have an adverse effect on the ‘existing: polliution control system and Section 27156 exemptio_ns were granted to the manufacturers of these devices.

"Electronic Engine Fueltfzer" v March 10, 1975 1. System Descriptfon This device is a set of mine metallic clips molded in plastic adapters which are *;nstact'lect over the ignition wires near the distributor terminals. The metaTTic clips are connected in series by an insulated wire. No direct electrical continuity exists between the clips and the ignition wires. The installed device is shown in Figure 1. 111. System Evaluattan Thé only possfhle adverse: effect arising from finstallation of this device is cross firing that:may occur between the clips and ignition wire. Although there ts nu electrical continuity between the insulated wire and the adaepter clipm,. ve;‘y high voltages have a tendency to bridge insulated termfinets whicir may lead to premature firing of the air/fuel mixture, Tests to Ustermfne whether this effect existed were performed on a simtlar device. T’he tests: consisted of using the vehicle‘s ignit . system to generate the Wigh voltage required to bridge thé gap between the wire and the adapter. One test was performed with the ignition on and the engine nok aperating.and a second test was performed with the engine runnitng at féle.. For both tests, the adapter insulated wire was cut and each end connected to the leads of & voltmeter to determine if any electrical potential existed. 2.

“E'l‘ectronic Engine FueTfzer" March 10, 1975 No deflection on the voltmeter was noticed in both tests indicating that the ignition wire has enough resistance to prevent electrical continuity from extsting between the ignition wire and terminal. Conclusion and Recommendation The test performed on similar devices indicate that they do not have any adverse affect on the existing emission control system. It is the staff‘s opinton that the "Hlectronic Engine Fuelizer" will have the same effect. Therefore,. the:staff recommends that the "Electronic Engine Fueltzer" ts granted an exenption from the prohibitions of Section 27156 for THk ant older model year vehicles except vehicles equipped with averstzm ignition wires, such as, Delco Remy HEI systems used with GenereT Metors: Corporation Vehicles.
