                             Relating to Exemptions Under Section 27156
                                          of the Vehicle Code

                               '          Plasmatronics, LLC
                            — Plasma Drive Ignition System, Part # 9255


     Pursuant to the authority vested in the Air Resources Board by Section 27156 of the Vehlcle
     Code; and                  .

     Pursuant to the authority vested in the undersigned by Section 39515 and Section 39516 of
     the Health and Safety Code and Executive Order G—02—003;

     IT IS ORDERED AND RESOLVED: That the installation of the Plasma Drive Ignition
     System, part number 9255, manufactured and marketed by Plasmatronics, LLC, 3 Grace
     Counrt, Center Moriches, New York 11934 have been found not to reduce the effectiveness
.     of the applicable vehicle pollution control system and, therefore, are exempt from the
    _ prohibitions of Section 27156 of the Vehicle Code for2002 to 2008 model year General —
      Motors trucks equipped with either a 4.8L, 5.3L, 6.0L, or 6.2L engine.

     The Plasma Drive Ignition System is designed to replace the vehicle‘s stock ignition coil
     module with the Plasma Drive Ignition System only. No changes are made to any stock >
     electrical connectors and there are no user adjustments. Installation does not require °
     changes or modification to any engine component or electronic control module.

     This Executive Order is valid provided that the installation instructions for the Plasma Drive
     Ignition System will not recommend tuning the vehicles to specifications different from those
     of the vehicle‘s manufacturer.

     Changes made to the dé‘sign or operating conditions of the Plasma Drive Ignition System,
     as exempt by the Air Resources Board, which adversely affect the performance of the
     vehicle‘s pollution control system shall invalidate this Executive Order.

     Marketing of the Plasma Drive ignition System using any identification other than that shown
     in this Executive Order or marketing of the Plasma Drive Ignition System for an application
     other than those listed in this Executive Order shall be prohibited unless prior approval is
     obtained from the Air Resources Board. Exemption of the Plasma Drive Ignition System
     shall not be construed as exemption to sell, offer for sale, or advertise any component of the
     kit as an individual device.

     This Executive Order does not constitute any opinion as to the effect the use ofthe Plasma
     Drive Ignition System may have on any warranty either expressed or implied by the vehicle‘s
     manufacturer.

 This Executive Order is issued based on information supplied by the device manufacturer
 which demonstrates that the Plasma Drive Ignition System meets the requirements of
 compliance criteria for ignition system components as specified under the "Procedures for
 Exemption of Add—On and Modified Parts" and therefore, will not increase emissions. This
 Executive Order is also based on the On Board Diagnostic II (OBD II) testing conducted
 on a 2007 General Motors C1500 truck with the Plasma Drive Ignition System installed
 which showed that the device did not affect the vehicle‘s ability to perform OBD II
 monitoring.

 The Air Resources Board reserves the rightin the future to review this Executive Order
 and the exemption provided herein to assure that the exempted add—on or modified part
~ continues to meet the standards and procedures of Title 13, California Code of
  Regulations, Section 2222, et seq.

 THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION,   _
 ACCREDITATION, APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE
 AIR RESOURCES BOARD OF ANY CLAIMS OF THE APPLICANT CONCERNING
 ANTI—POLLUTION BENEFITS OR ANY ALLEGED BENEFITS OF PLASMATRONICS‘
 PLASMA DRIVE IGNITION SYSTEM.

 No claim of any kind, such as "Approved by the Air Resources Board" or "reduces
 emissions", may be made with respect to the action taken herein in any advertising
 or other oral or written communication.                 ‘

 Violation of any of the above conditions shall be grounds for revocation of this order. The
 order may be revoked only after ten day written notice of intention to revoke the order, in
 which period the holder of the order may request in writing a hearing to contest the
 proposed revocation. If a hearing is requested, it shall be held within ten days of receipt of
 the request and the order may not be revoked until a determination is made after the
 hearing that grounds for revocation exist.

 Background:
       Plasmatronics, LLC, , 3 Grace Court, Center Moriches, New York 11934, has
 applied for an exemption from the prohibitions in Section 27156 of the California Vehicle
 Code (VC) for the Plasma Drive Ignition System designed for 2002 to 2008 model year
 General Motors trucks equipped with either a 4.8L, 5.3L, 6.0L, or 6.2L engine.

 Recommendation:
           Grant exemption to Plasmatronics, LLC as requested, and issue Executive Order
~ D—688.                                                      -

   Device Description:
          The Plasma Drive Ignition System is designed to replace the vehicle‘s stock
  <ignition coil module with the Plasma Drive Ignition System only. Installation requires the
   removal of the stock ignition coil module and replacing it with the Plasma Drive Ignition
   System. No changes are made to any stock electrical connectors and there are no user
+ adjustments. Installation does not require any other changes or modification to other
 components of the vehicle‘s engine or electronic control module.

 Discussion/Basis for the Recommendation:
        The device manufacturer supplied information which demonstrated that the
 Plasma Drive Ignition System meets the requirements of compliance criteria for ignition
 system components as specified under the "Procedures for Exemption of Add—On and
 Modified Parts" and therefore, will not increase emissions. This Executive Order is also
 based on the On Board Diagnostic II (OBD II) testing conducted on a 2007 General
 Motors C€1500 truck with the Plasma Drive Ignition System. The ignition system
 component when installed on the vehicle did not affect its ability to perform OBD II
 monitoring. .

 Plasmatronics, LLC meets the criteria for exempting general criteria parts for those
 vehicles listed in the Executive Order.
