Pursuant t o t h e a u t h o r i t y vested i n the A i r Resources Board by Section
27156 o f the Vehicle Code; and

Pursuant t o the a u t h o r i t y vested i n the undersigned by Section 39023 o f
t h e Health and Safety Code;                                                                                 i-


IT I S ORDERED AND RESOLVED: That the i n s t a l l a t i o n of. "Equalizer Mod 4-8"
as an add-on device manufactured by the C o n t i g n i t r o n has been found t o
not reduce the e f f e c t i v e n e s s o f required emission c o n t r o l devices i n
v e h i c l e s and t h e r e f o r e i s exempt from the p r o h i b i t i o n s o f Section 27156
o f t h e Vehicle Code f o r 1966-1970 model-year vehicles.

This Executive Order i s v a l i d provided t h a t i n s t a l l a t i o n i n s t r u c t i o n s
f o r t h i s device w i ' l l not recomnend tuning t h e v e h i c l e t o s p e c i f i c a t i o n s
d i f f e r e n t than those 1 i s t e d by the v e h i c l e manufacturer.

Section 17500 o f the Business and Professions Code makes unlawful, untrue
o r misleading a d v e r t i s i n g and Section 17534 makes v i o l a t i o n punishable
as a misdemeanor.

Section 39130 and 39184 o f the Health and Safety Code provide as follows:

      "39130.     No person s h a l l s e l l , display, advertise, o r represent
      as a c e r t i f i e d device any device which, i n fact, i s not a c e r t i f i e d
      device, No person s h a l l i n s t a l l o r s e l l f o r i n s t a l l a t i o n upon any
      motor vehicle, any motor v e h i c l e p o l l u t i o n c o n t r o l device which has
      n o t been accred ited by the boa r d .I1

      4,   Sumnary    - The Contignitron "Equalizer ~ o d - 4 " i s an e l e c t r o n i c device
           that, when added t o a conventional i g n i t i o n system, controls the
           saturation time of the vehicle's e x i s t i n g c o i l . The device a l s o
           reduces e x i s t i n g d i s t r i b u t o r p o i n t contact current. The ~ o d - 4 - 8
           model c o n t r o l s the spark advance as a functlon o f engine RPH.

APPLICABLE INFORMAT l ON:

      I,   Patent appl ied f o r #I67900 on August 2, 1971.

      2,   ARB Lab tested device-Project Y205, July 1971, Report concludes
           no e f f e c t on exhaust emissions during a 7-mode hot s t a r t t e s t from
           using t h i s device,

      3.   Copy o f I n s t a l l a t i o n Instructions.

      4,   Addftionai emission t e s t data from AAAt 7-mode and 60 MPH cruise
           tests on 1967 model Dodge Dart showing no change o r a decrease i n
           emissions, but no Increase.

      5.   L e t t e r dated October 26, 1972 asking f o r 1966-70 models w i t h
           vacuum and/or c e n t r i f u g a l advance mechanisms exempted. Designated
           device as Hod-4-8,

CONCLUS IONS t

      1,   May exempt t h i s device from Vehicle Code Section 27156 f o r vehicles
           which have conventional i g n i t i o n systems, Vehicles which do not
           u t l l i z e breaker contact pointsojnn,their d i s t r i b u t o r s cannot use
           t h i s devise, e.g. a11 1973 a$1952       model Chrysler manufactured
           vehicles,

      2.   Breaker contact p o i n t l i f e i s expected t o be increased.

     3.    The manufacturer shouid be n o t i f i e d t h a t he may make       no claims    of
           mi so ions reduction.

     4.    Company now requests exempt ion f o r 1966-70 model year only, there-
           fore, may exempt f o r there vehicles if they have vacuum and/or
           c e n t r i f u g a l advance mechanisms.
