                    Relating t o Exemptions Under Section 27156
                                 of the Vehicle Code
                                 CONTI SNlTRON COMPANY
                                 "EQUALIZER MOD 4-V"
     Pursuant to the authority vested in the Air Resources Board by Section 27156
     of the Vehicle Code; and
     Pursuant t o the authority vested i n the undersigned by Section 39023 of the
                -
     Health and Safety Code;
     IT IS ORDERED AND CESOLVED: That the installation of the "Equalizer Mod 4-V
     electronic i g n i t i on device manufactured by the Contigni tron Company 7625-24 E.
     Rosecrans Ave. , Paramount, California 90723 has been found not t o reduce
     the effectiveness of required motor vehicle pollution control devices and,
     therefore, i s exempt from the prohibitions of Section 27156 of the Vehicle
     Code f o r 1974 and l a t e r model year vehicles except as follows:
          1)    Those vehicles w i t h positive ground or 6 volt systems.
          2)    Those vehicles equipped w i t h capacitive discharge or transistorized
                ignition systems including breaker1 ess types.
          3)    Those vehicles w i t h special ignition coils.
          4)    Those vehicles without a centrifugal advance.
     This device consists of packaged electronic c i r c u i t s f o r spark timing and
     dwell control.
     This Executive Order i s valid provided t h a t installation instructions f o r t h i s
     device wi 11 not recommend tuning the vehicle t o specificati ons different than
,,
     those 1i sted by the vehicle manufacturer.
     Changes made t o the design o r operating condi t i ms of the device as approved
     by the Air Resources Board 'that adversely affect the performance of the
     vehicle's pollution control device shall invalidate this Executive Order.
     Marketing of t h i s device using an identification other than t h a t shown i n
     t h i s Executive Order o r marketing of t h i s device f o r an application other than
     those 1isted in t h i s Executive Order shall be prohibited unless prior approval
     i s obtained from the Air Resources Board.

        No c l a i m o f any kind, such as "Approved by A i r Resources Board" may be

        o r a l o r w r i t t e n communication.

        Section 17500 o f t h e Business and Professions Code makes unlawful, u n t r u e
        o r misleading a d v e r t i s i n g and Section 17534 makes v i o l a t i o n punishable as
        a m i sdemeanor.

        Sections 39130 and 39184 of t h e Health and Safety Code p r o v i d e as f o l l o w s :

               "39130. No person s h a l l i n s t a l l , s e l l , o f f e r f o r sale, o r advertise,
               or, except i n an a p p l i c a t i o n t o t h e board f o r c e r t i f i c a t i o n o f a
               device, represent, any device as a motor v e h i c l e p o l l u t i o n c o n t r o l
               device unless t h a t device has been c e r t i f i e d by t h e board. No
               person s h a l l s e l l , o f f e r f o r sale, advertise, o r represent any motor
               v e h i c l e p o l l u t i o n c o n t r o l device as a c e r t i f i e d device which, i n

I. Introduction
     Contigni t r o n Company (Control l e d I g n i t i o n Electronics) , 7625-24        E.
           s


     Rosecrans Avenue, Paramount, Cat if o r n i a 90723 has appl ied f o r an

     exemption f o r i t s "Mod 4-V" i g n i t i o n device.             This i s a modified
     version o f t h e i r previously exempted "Mod I V " i g n i t i o n device
     (exempted by Executive Order D-1-4, May 30, 1975).                        This modified
     version w i l l be offered for i n s t a l l a t i o n on the previously omitted

     Vol kswagen and Honda models.               Contigni tron intends t o market t h i s

     device f o r 1974 and older model-year Vol kswagen and Honda models

     equipped w i t h a standard 12 v o l t negative ground Kettering i g n i t i o n

     system.      A copy of the application i s included i n Appendix I.

II. Devi ce Descri p t ion and Function
     The "Mod 4-V" i s essentially the same as the "Mod I V " w i t h some
     minor i n t e r n a l c i r c u i t r y changes.   Please see the May 19, 1975 S t a f f
     Report "Eva1uation o f Contigni t r o n Company's 'Equalizer Model 4
     (MOD I V ) ' I g n i t i o n Device f o r Exemption from the Provisions o f

111. Device Evaluation
      A.    Contigni t r o n Company's Data
            The applicant submi t t e d the revised c i r c u i t f o r the "Mod 4-V"
             and a spark timing curve f o r an unspecified Volkswagon d i s -
             t r i b u t o r both w i t h and without the "Mod 4-V" i n s t a l l e d .        This
             advance curve i s shown in Appendix I.

      B.    ARB Data
            Tests were performed on an i g n i t i o n simulator comparing t h e
             performance o f the "Mod 4-V" device on two representative
             OEM i g n i t i o n systems.    The two selected systems were:

                   1)    1975 Honda, s i n g l e p o i n t , d i s t r i b u t o r P/N 30100
                         657-7710.

                   2)    1973 Bosch (VW), s i n g l e p o i n t , d i s t r i b u t o r P/N
                         043905205C.

            Table I compares the c e n t r i f u g a l advance c h a r a c t e r i s t i c s o f
             the above OEM systems and t h e c h a r a c t e r i s t i c s obtained w i t h

             the "Mod 4-V" device i n s t a l l e d i n these systems.             A t distributor
            speeds o f 300 RPM and lower, the system i n p u t voltage was
             reduced t o 6 VDC t o simulate s t a r t i n g conditions.                These data
            i n d i c a t e t h a t the device produces spark t i m i n g t h a t i s w i t h i n
            acceptable variations from the OEM specifications                      .

            The evaluation o f the "Mod 4-V" device included measurements
             made o f the e l e c t r i c a l c h a r a c t e r i s t i c s o f t h e i g n i t i o n systems

             considered c r i t i c a l t o emission c o n t r o l during t h e o p e r a t i on

             of the vehicle.           The methodology used f o r these t e s t s was

             t o determine the maximum spark gap s e t t i n g f o r continuous
             a r c i ng o f the OEM system a t a d i s t r i b u t o r speed simulating

             high c r u i s e conditions.          A t t h i s s e t t i n g , measurements o f t h e
             OEM sys tum e l e c t r i c a l c h a r a c t e r i s t i c s were made.     The device
            was then i n s t a l l e d i n the system and t h e sparking c a p a b i l i t y

             o f the device was observed using the predetermined gap s e t t i n g

             and corresponding d i s t r i b u t o r speed.            I f t h e sparking capabi 1ity

             i s considered equivalent t o t h a t o f the OEM system, t h e device's
             e l e c t r i c a l character4 s ti cs were measured.             Inconsistent o r an

             absence o f sparking c a p a b i l i t y a t the predetermined gap s e t t i n g s

             i s unacceptable.

             Table I 1 shows a comparison o f the e l e c t r i c a l c h a r a c t e r i s t i c s

             o f each type o f i g n i t i o n system.           From these t e s t s , t h e data
             i n d i c a t e t h a t t h e device produced an increase i n c o i 1 primary
             current.       This may be the r e s u l t o f t h e method t h e a p p l i c a n t
             i s using t o increase dwell time.                  However, o t h e r r e l a t e d

             c h a r a c t e r i s t i c s were n o t a f f e c t e d by t h i s apparent increase i n
             c o i l current.       I n a l l o f the tests, no adverse e f f e c t s were
             noted w i t h the device.

    IV.   Device Limitations
          The "Mod I V " device cannot be i n s t a l l e d i n the following vehicles:
          1.    Vehf cles without a centrifugal advance.
          2.    Vehicles with posf ti ve ground o r 6 vol t sys tems.
          3.    Vehicles wf t h capacitive discharge o r t r a n s i s t o r i zed f gni t f on
                sys tems f ncl udi ng breaker1ess types.
          4.    Vehicles w i t h s p e c f a l f g n i t f o n c o i l s .

    V,    Conclusions and Recommendations

          The s t a f f f s o f the opinion t h a t the "Mod 4-V" devf ce w i l l n o t a f f e c t
          the performance and operation o f emission control systems.                  There-
          fore, the s t a f f recommends t h a t Conti gni t r o n Company be granted an
          exemption f o r the prohibitions o f Section 27156 f o r i t s "Mod 4-V"
          i g n i t i o n device on 1974 and older model -year vehicles except as noted
          i n Section 1V.
