27156 o f t h e Vehicle Code; and

Pursuant t o t h e a u t h o r i t y vested i n the undersigned by Sections 39515
and 39516 o f t h e Health and Safety Code and Executive Order G-45-5;

I T I S ORDERED AND RESOLVED: That t h e i n s t a l l a t i o n o f the Martek 440
E l e c t r o n i c I g n i t i o n k i t manufactured by Martek Products I n c . has been
found n o t t o reduce t h e e f f e c t i v e n e s s o f r e q u i r e d motor v e h i c l e p o l l u -
t i o n c o n t r o l devices and, t h e r e f o r e , i s exempt from t h e p r o h i b i t i o n s o f
Section 27156 o f the Vehicle Code f o r t h e f o l l o w i n g motorcycles.

APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR RESOURCES BOARD OF
ANY CLAIMS OF THE APPLICANT CONCERNING ANTI-POLLUTION BENEFITS OR ANY
ALLEGED BENEFITS OF THE MARTEK 400 ELECTRONIC IGNITION KIT.
No claim of any kind, such as "Approved by Air Resources Board" may be
made with respect to the action taken herein in any advertising or other
oral or written communication.
Section 17500 of the Business and Professions Code makes untrue or
misleading advertising unlawful, and Section 17534 makes violation
punishable as a misdemeanor.
Section 43644 of the Health and Safety Code provides as follows:
     "43644. (a) No person shall install, sell, offer for sale, or
     advertise, or, except in an application to the state board for
     certification of a device, represent, any device as a motor vehicle
     pollution control device for use on any used motor vehicle unless
     that device has been certified by the state board. No person shall
     sell, offer for sale, advertise, or represent any motor vehicle
     pollution control device as a certified device which, in fact, is
     not a certified device. Any violation of this subdivision is a
     misdemeanor. "
Any apparent violation of the conditions of this Executive Order will be
submitted to the Attorney General of California for such action as he
deems advisable.

I.    Introduction

      Martek Products, Inc., 3609 West MacArthur Boulevard, Santa Ana,

      California       92704, has f i l e d an a p p l i c a t i o n f o r an exemption from

      t h e p r o h i b i t i o n s o f t h e C a l i f o r n i a Vehicle Code (V.C.)   Section

      27156 f o r i t s "Martek 440 e l e c t r o n i c i g n i t i o n " k i t s f o r motorcycles.


      Since motorcycles manufactured a f t e r January 1, 1978, are r e q u i r e d

      t o meet exhaust emission standards, t h e e v a l u a t i o n o f t h e k i t s i n

      t h i s r e p o r t i s l i m i t e d t o 1978 and 1979 model motorcycles o n l y .

      A i r Resources Board procedure, " C r i t e r i a For Aftermarket I g n i t i o n

      System M o d i f i c a t i o n s " , adopted on November, 4, 1977, has been used

      t o evaluate t h e k i t s .


11.   System D e s c r i p t i o n and Function

      The purpose o f t h e Martek 440 a f t e r m a r k e t r e t r o f i t k i t i s t o c o n v e r t a

      conventional " K e t t e r i n g " motorcycle i g n i t i o n system t o an e l e c t r o n i c

      breakerless, 1i g h t e m i t t i n g diode, i g n i t i o n system.

      The system u t i l i z e s l i g h t e m i t t i n g diodes and l i g h t s e n s i t i v e
      d e t e c t o r t r a n s i s t o r s which conduct c u r r e n t t o t h e induction c o i l s .
      Switching i s e f f e c t e d by a hole i n t h e r o t o r which opens and c l o s e s
      t h e l i g h t beam.    The output of t h e l i g h t s e n s i t i v e t r a n s i s t o r i s
      then amplified t o turn a power t r a n s i s t o r on and o f f which i n t e r r u p t s
      t h e c o i l primary c u r r e n t flow, inducing a high voltage i n t h e
      secondary c o i l .

111. System Evaluation

      The a p p l i c a n t submitted bench t e s t d a t a f o r t h e Martek 440 k i t f o r
      Honda.     A summary of t h e t e s t results a r e given i n t h e a t t a c h e d
      table.

IV.   Discussion
      The applicant submitted t e s t data f o r the Honda k i t .          According t o
      the applicant a l l Martek 440 k i t s have the same electronic c i r c u i t r y .
      They a r e only s l i g h t l y d i f f e r e n t i n physical configuration t o f i t the
      d i f f e r e n t motorcycles.     I t was therefore unnecessary t o repeat the
      tests.

      The v a r i a b i l i t y of the t e s t data between the baseline and the device
      did n o t exceed permissible l i m i t s , therefore no CVS dynamometer
      t e s t s a r e needed.

V.    Applicant's Claims
      A.     Claims presented in application:
             1.     Eliminates need f o r cleaning and adjustment.
             2.     Stays in tune longer.
             3.     No degredation of current conduction as there
                    i s w i t h points i n the conventional ignition system.
      B.     Claims abstracted from submitted advertising:
             1.     Micro second timing.
             2.     Easier s t a r t i n g .
             3.     Smoother running.
             4.     More power.
             5.     Better economy.
             6.     Reduced maintenance.
             7.     Increased spark energy.

          v i o l a t i o n of V.C.   Code Section 27156 o r Business and Profession
          Code Section 17500.

          The applicant will a f f i x t h e required label (see attachment) t o the
          module.       I t is t h e understanding of t h e s t a f f t h a t t h i s i s t o be
          molded i n t o t h e module.

    VI.   Conclusion and Recommendation
          Based on the t e s t data and other information submitted by t h e
          applicant, t h e s t a f f i s of t h e opinion t h a t t h e Martek 400 Electronic
          Ignition System f o r motorcycles will have no adverse e f f e c t s on
          emissions.        The prohibitions of VC 27156 do not apply t o motorcycles
          manufactured p r i o r t o 1978, a s they a r e not required t o have motor
          vehicle pollution controls.            The s t a f f , t h e r e f o r e , recommends
          approval of Executive Order D-101.
