                      Relating t o Exemptions under Section 27156
                                   of t h e Vehicle Code

                                        MARTEK PRODUCTS


    Pursuant t o t h e a u t h o r i t y vested in the Air Resources Board by Section
    27156 of t h e Vehicle Code; and

    Pursuant t o t h e a u t h o r i t y vested i n t h e undersigned by Sections 39515
    and 39516 of t h e Health and Safety Code and Executive Order 6-45-5;
    IT IS ORDERED AND RESOLVED: That t h e i n s t a l l a t i o n of t h e Martek JClOO
    i g n i t i o n system manufactured by Martek Products Inc., 3609 MacArthur
    Blvd., Santa Ana, California has been found n o t t o reduce t h e e f f e c t i v e n e s s
    of required motor vehicle pollution control devices and, t h e r e f o r e , i s
    exempt from the prohibitions of Section 27156 of the Vehicle Code f o r
    1973 through 1979 Honda automobiles.
    This Executive Order i s valid provided t h a t i n s t a l l a t i o n i n s t r u c t i o n s
    f o r this device will not recommend tuning t h e vehicle t o s p e c i f i c a t i o n s
    d i f f e r e n t from those submitted by t h e device manufacturer.

•   Changes made t o t h e design or operating conditions of t h e device, a s
    exempted by the Air Resources Board, t h a t adversely a f f e c t t h e performance
    of a v e h i c l e ' s pollution control system s h a l l i n v a l i d a t e t h i s Executive
    Order.
    Narketing of t h i s device using an i d e n t i f i c a t i o n other than t h a t shown
    i n t h i s Executive Order o r marketing of t h i s device f o r an a p p l i c a t i o n
    other t h a n those l i s t e d in t h i s Executive Order s h a l l be prohibited unless
    p r i o r approval i s obtained from t h e Air Resources Board. Exemption of a
    k i t s h a l l not be construed as an exemption t o s e l l , o f f e r f o r s a l e o r
    a d y e r t i s e any component of a k i t a s an individual device.
    This Executive Order does not c o n s t i t u t e any opinion a s t o t h e e f f e c t
    t h a t t h e use of t h i s device may have on any warranty e i t h e r expressed
    or implied by the vehicle rnznufacturer.
    THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION, ACCREDITATION,
    APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT B Y THE AIR RESOURCES BOARD OF
    ANY CLAIMS OF THE APPLICANT CONCERNING ANTI-POLLUTION BENEFITS OR ANY
    ALLEGED BENEFITS OF THE NARTEK IGNITION SVSTEM.
    No claim of any kind, such as "Approved by Air Resources Board" may be
    made with respect t o t h e action taken herein in any a d v e r t i s i n g o r other
    oral or written communication.

Section 17500 of t h e Business and Professions Code makes untrue o r
misleading advertising unlawful, and Section 17534 makes v i o l a t i o n
punishable as a misdemeanor.

Section 43644 of t h e Health and Safety Code provides as follows:

      "43644. ( a ) No person s h a l l i n s t a l l , s e l l , o f f e r f o r s a l e , o r
      a d v e r t i s e , o r , except i n an application t o t h e s t a t e board f o r
      c e r t i f i c a t i o n of a device, represent, any device a s a motor vehicle
      pollution control device f o r use on any used motor vehicle unless
      t h a t device has been c e r t i f i e d by t h e s t a t e board. No person s h a l l
      s e l l , o f f e r f o r s a l e , a d v e r t i s e , o r represent any motor vehicle
      pollution control device a s a c e r t i f i e d device which, i n f a c t , i s
      not a c e r t i f i e d device. Any v i o l a t i o n of t h i s subdivision i s a
      misdemeanor. "

Any apparent violation of the conditions of this Executive Order will be
submitted t o the Attorney General of California f o r such action as he
deems advisable.

                                       STAFF REPORT
           Evaluation of the Martek Electronic Ignition System f o r
             Honda Automobiles in Accordance with Section 2222,
               T i t l e 13 of the California Administrative Code
I.     INTRODUCTION
      Martek Products, Inc., 3609 West MacArthur Boulevard, Santa Ana,
California 92704, has f i l e d an application f o r an exemption from the
prohibitions of the California Vehicle Code ( V . C . )               Section 27156 f o r
i t s "Martek e l e c t r o n i c ignition" k i t s (Model JC100) f o r Honda automobiles
      Air Resource Board Procedure, " C r i t e r i a For Aftermarket Ignition
System Modifications", adopted on November 4, 1977, has been used t o

evaluate the k i t s .   '

11.    SYSTEM DESCRIPTION AND FUNCTION
      The purpose of the Martek aftermarket r e t r o f i t k i t i s t o convert a
conventional "Kettering" ignition system t o an e l e c t r o n i c ignition
system.

      The system u t i l i z e s l i g h t emitting diodes and l i g h t s e n s i t i v e
detector t r a n s i s t o r s which conduct current t o the induction c o i l s .
Switching is effected by a hole i n the rotor which opens and closes the
l i g h t beam.   The output of the l i g h t s e n s i t i v e t r a n s i s t o r i s then amplified
t o t u r n a power t r a n s i s t o r on and off which i n t e r r u p t s t h e c o i l primary
current flow, inducing a high voltage i n the secondary c o i l .


      The vehicle application f o r the k i t s i s as follows:
             Martek Honda:             Civic        1973 through 1979
                                       CVCC         1975 through 1978
                                       Accord       1976 through 1978
111. APPLICANT'S CLAIMS
      1      Eliminates need f o r cleaning adjustment and replacement or points.
      2.     Stays in tune longer.
      3.     No degradation of current conduction as there i s with points
             in the conventional i g n i t i o n system.
      4.     Improve timing precision.
      The s t a f f i s of the opinion t h a t the above claims a r e not i n

violation of V.C.      Code Section 27156 o r Business and Profession Code
Section 17500.

IV.   SYSTEM EVALUATION
      The applicant submitted bench t e s t data f o r t h e Martek k i t f o r
Honda.     A summary of the t e s t r e s u l t s i s given in t h e attached t a b l e .
VI.   CONCLUSION AND RECOMMENDATION
      Based on t h e t e s t data and other information submitted by the
applicant, the s t a f f i s of the opinion t h a t t h e Martek Electronic
Ignition System will have no adverse e f f e c t s on emissions.              The s t a f f ,
therefore, recommends approval of Executive Order D-101-1.
