Pursuant t o the a u t h o r i t y vested i n t h e A i r Resources Board by Section
271 56 o f t h e Vehicle Code; and

Pursuant t o the a u t h o r i t y vested i n t h e undersigned by Sections 39515
and 39516 o f t h e Health and Safety Code and Executive Order 6-45-5;

I T I S ORDERED AND RESOLVED: That the i n s t a l l a t i o n o f t h e Ndro -A i r
Water I n j e c t i o n System manufactured by Anderson-Harren Development
Company, 6970 Aragon C i r c l e U n i t #2, Buena Park, C a l i f o r n i a has been
found n o t t o reduce t h e effectiveness o f required motor v e h i c l e p o l l u -
t i o n c o n t r o l devices and, therefore, i s exempt from t h e p r o h i b i t i o n s o f
Section 27156 o f t h e Vehicle Code f o r 1980 and older model year vehicles
w i t h conventional, vacuum operated, p o s i t i v e crankcase v e n t i l a t i o n
systems except f o r :

              1. vehicles w i t h three-way c a t a l y s t
              2. d i e s e l powered vehicles

This Executive Order i s v a l i d provided t h a t i n s t a l l a t i o n i n s t r u c t i o n s
f o r t h i s device w i l l n o t recommend tuning the v e h i c l e t o s p e c i f i c a t i o n s
d i f f e r e n t from those submitted by the device manufacturer.

Changes made t o t h e design o r operating conditions o f the device, as
exempted by the A i r Resources Board, t h a t adversely a f f e c t the performance
o f a v e h i c l e ' s p o l l u t i o n c o n t r o l system s h a l l i n v a l i d a t e t h i s Executive
Order.

Marketing o f t h i s device using an i d e n t i f i c a t i o n other than t h a t shown
i n t h i s Executive Order o r marketing o f t h i s device f o r an a p p l i c a t i o n
other than those l i s t e d i n t h i s Executive Order s h a l l be p r o h i b i t e d unless
p r i o r approval i s obtained from the A i r Resources Board. Exemption o f a
k i t s h a l l n o t be construed as an exemption t o s e l l , o f f e r f o r s a l e o r
advertise any component o f a k i t as an i n d i v i d u a l device.

This Executive Order does n o t c o n s t i t u t e any opinion as t o the e f f e c t
t h a t the.use o f t h i s device may have on any warranty e i t h e r expressed
o r implied by t h e v e h i c l e manufacturer.

THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION, ACCREDITATION,
APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE A I R RESOURCES BOARD OF
ANY CLAIMS OF THE APPLICANT CONCERNING ANTI-POLLUTION BENEFITS OR ANY
ALLEGED BENEFITS OF THE HYDRO-AIR WATER INJECTION SYSTEM.

No claim o f any kind, such as "Approved by A i r Resources Board" may be

    Section 17500 of t h e Business and Professions Code makes untrue o r
    misleading a d v e r t i s i n g unlawful, and Section 17534 makes v i o l a t i ~n
    punishable as a misdemeanor.

    Section 43644 o f t h e Health and Safety Code provides as f o l l o w s :

          "43644.           (a) No person s h a l l i n s t a l l , s e l l , o f f e r f o r sale, o r
          advertise, or, except i n an a p p l i c a t i o n t o t h e s t a t e board f o r
          c e r t i f i c a t i o n o f a device, represent, any device as a motor v e h i c l e
          p o l l u t i o n c o n t r o l device f o r use on any used motor v e h i c l e unless
          t h a t device has been c e r t i f i e d by t h e s t a t e board. No person s h a l l
        . s e l l , o f f e r f o r sale, advertise, o r represent any motor v e h i c l e
          p o l l u t i o n c o n t r o l device as a c e r t i f i e d device which, i n f a c t , i s
          not a c e r t i f i e d device. Any v i o l a t i o n o f t h i s s u b d i v i s i o n i s a
          m i sdemeanor. "

    Any apparent v i o l a t i o n o f t h e conditions o f t h i s Executive Order w i l l be
    submitted t o t h e Attorney General o f C a l i f o r n i a f o r such a c t i o n as he
    deems advi sable.
