                                  NATIONAL FUELSAVER CORPORATION
                                         PLATINUM GASAVER

                    wWHEREAS, Vehicle Code Section 27156 and Title 13 California Code of
                    Regulations (hereafter "CCR") Section 2222(e),authorize theCaliforniaAir——————————
————————————————————ResourcesBoard{ARB)anditsExecutive Officer to exrempt add—on and
                    modified parts from the prohibitions of Yehicle Code Section 27156.

         WHEREAS, National Fuelsaver Corporation has applied to the ARB for exemption
         from the prohibitions of Vehicle Code Section 27156 for the Platinum
         Gasaver .                                               —

         WHEREAS, pursuant to the authority vested in the Executive Officer by Health
         and Safety Code Section 39515 and in the Chief, Mobile Source Division by
         Health and Safety Code Section 39516 and Executive Order G—45—5, the Air
         Resources Board finds:

                 1.    The Platinum Gasaver is an add—on device which injects vapor
                      into the intake manifold of a motor vehicle.

                 2.   The Platinum Gasaver is intended for use w1th a required motor
     (      .         vehicle pollution control system.

                 3.   The Platinum Gasaver by being installed in the engine alters the
                      original design of a motor vehicle pollution control system.

                 4.   The Platinum Gasaver is a device subject to the prohibitions of,
                      Vehicle Code Section 27156 and an add—on part as defined by 13 CCR
                      Section 1900(b)(1).

                 5.    The Platinum Gasaver does not reduce the effectiveness of any
                      required motor vehicle pollution control device.

                —6.   The Air Resources Board, in the exercise of technical judgement,
                      is aware of no basis on which the Platinum Gasaver will provide an
                      increase in fuel economy.

                7.    It has not been determined what effect use of the Platinum Gasaver
                      may have on any warranty, either expressed or implied, by the
                      manufacturer of a motor vehicle on which the device is installed.

                   The Platinum Gasaver is not a certified motor vehicle pollution
                   control device pursuant to Health and Safety Code Section 43644.

                   The Air Resources Board by granting an exemption to National
                   Fuelsaver Corporation for the Platinum Gasaver does not
                   recommend or endorse in any way the Platinum Gasaver for emissions
                   reduction, fuel economy, or any other purpose.

        IT IS HEREBY RESOLVEDthatthePlatinum—Gasaver—tsexremptfromthe—_
oprohibitionsof Yehicle Code Section 27156 for installation on 1980 and
 earlier model—year vehicles powered with gasoline internal combustion
 engines subject to the following conditions:

             1.    This exemption shall not apply to any device, apparatus, or
                  _mechanism advertised, offered for sale or sold with, or installed
                   on, a motor vehicle prior to or concurrent with transfer to an
                  _ultimatepurchaser.

                   No changes are permitted to the device as described in the
                   application for exemption. Any changes to the device, applicable
                   model year, or other factors addressed in this order must be
                   evaluated and approved by the Air Resources Board prior to
                   marketing in California.

                   Marketing of this device using an identification other than that
                   shown in this Executive Order or marketing of this device for an
                   application other than those listed in the Executive Order shall
                   be prohibited unless prior approval is obtained from the Air
                   Resources Board. Exemption of this product shall not be construed
                  . anan exemption to sell, offer for sale, or advertise any
                    component of the product as an individual device.

                   Any oral or written references to this Executive Order or its
                   content by National Fuelsaver Corporation, its principals, agents,
                    employees, distributors, dealers, or other representatives must
                    include the disclaimer that the Executive Order or the exemption
                    it provides is not an endorsement or approval of any fuel economy
                    or emissions reduction claims for the Platinum Gasaver and is only
                    a finding that the device is exempt from the prohibitions of
                    ¥ehicle Code Section 27156.

                    This Executive Order is valid provided that installation
                    instructions for this device will not recommend tuning the vehicle
                    to specifications different from those submitted by the device
                    manufacturer .

                    No claim of any kind, such as "Approved by the Air Resources
                    Board" may be made with respect to the action taken herein in any
                    advertising or other oral or written communication.

  I.     INTRODUCTION

         National Fuelsaver Corporation,

 Section (VC) 27156 for the Platinum
                                     Gasaver under Executive Order D—13
                                                                       4.    Under
 Executive Order D—134, the device
                                    can be used on 1983 and older mode
                                                                       l—year
 vehicles. National Fuelsaver has
                                    requested the exemption for the
                                                                     Platinum
 Gasaver be updated to include the
                                    1990 and older model—years.   The applicant
 states there is no change in the
                                   design of the original unit or
                                                                   its
 application.



 II.    CONCLUSIONS

        The Air Resources Board‘s sta

III.   RECOMMENDATION

       The staff recommends to grant the
                                          exemption to National Fuelsaver
Corporation as requested and Exec
                                  utive Order No. D—134—1 permitti

advertisement, sales and installation
                                      of the Platinum Gasaver for 1990 and
older model—year vehicles be issu
                                  ed.


       IV.      PLATINUM GASAVER DESCRIPTION AND OPERATIO
                                                          N
                The Platinum Gasaver is a vapor
en




                                                injection system.
                                                                It consists of a
      plastic container (reservoir), a
                                       tube to remotely connect the reservoi
                                                                             r to the
      engine‘s intake manifold, and a prop
                                           rietary fluid.
                The reservoir is made of molded plas
                                                     tic.   There are two openings on the
      reservoir, an outlet nipple with
                                        a 0.006 inch orifice at the upper
                                                                           part of the
      reservoir and an inlet opening clos
                                          e to the bottom of the reservoir.
                                                                              A 5/8
      inch fill pipe is open at the top
                                         to the atmosphere; its bottom is
                                                                          connected to
      the reservoir‘s inlet opening. A
                                         fill line is marked on the side of
                                                                             the
      reservoir to indicate and limit the
                                           reservoirs‘ filling to approximatel
                                                                               y one—
      half of its volume (nominal fill
                                        is approximately one pint).
             A "T" connector is used to link
                                              the connecting tubing through exis
                                                                                 ting
      vacuum lines to the enginejs inta
                                        ke manifold.  The tubing ends are simply
     slipped over the "T" connector and
                                        the outlet nipple on the reservoir
                                                                           without
     clamps .

            The Platinum Gasaver concentrate
                                              (approximately 1 oZ.) is a propriet
                                                                                  ary
     fluid and mixed with 12 oz. of pref
                                         erably distilled water.
            In operation, negative pressure
                                            from the engine intake manifold
                                                                            is
     applied to the upper portion of
                                     the reservoir through the fill pipe
                                                                         into the
     bottom portion of the reservoir.     The air then bubbles through the flui
                                                                                d and
     rises to the upper portion of the
                                        reservoir to be mixed there with
                                                                          the liquid
     vapor.  This mixture is then drawn into the
                                                  engine‘s intake manifold and mixed
     with the air/fuel mixture charge
                                       being delivered to the engine cyli
                                                                         nders.

      V.     DISCUSSION

             National Gasaver Corporation previous
Li




                                                  ly received a VC 27156 exemption
      for the Platinum Gasaver for 1983
                                        and older model—years.  The device has not
      changed and this same technology can
                                           be used on the 1990 model—year vehi
                                                                               cles.
      Therefore, staff determined the Platinum
                                               Gasaver will not have an adverse
      impact on 1990 and older model—year
                                          vehicles.
