 Pursuant to the author1ty vested in the Air Resources Board by Section 27156 —
 of the Veh1cle Code; and

 Pursuant to the authority vested in the undersigned by Sections 39515 and
 39516 of the Health and Safety Code and Executive Order G—45—5;

 IT IS CRDERED AND RESOLYED:    That the installation of the exhaust crossover
 pipes., part #300Y CO manufactured by Doug Thorley Headers of Corona,
 California, has been found not to reduce the effectiveness of required motor
 vehicle pollution control devices and, thersefore, is exempt from the
 prohibitions of Section 27156 of the Vehicle Code for 1974 through 1980
 Chevrolet and GMC trucks and Blazer/Jimmy‘s equipped with an engine of
 displacement between 283 to 400 cubic inches, excluding those catalyst
 equipped vehicles using feedback controls.

. This exemption shall not apply to any device, apparatus, or mechanism
 . advertised, offered for sale or sold with, or installed on, a motor vehicle
 prior to or concurrent with transfer to an ultimate purchaser.

 This Executive Order is valid provided that installation instrfictions for
 this device will not recommend tuning the vehicle to specifications
 different from those submitted by the device manufacturer.

 Changes made to the design or operating conditions of the device, as
 exempted by the Air Resources Board, that adversely affect the performance
 of a vehicle‘s pc!?ut1on control system shall invalidate this Executive
 Order .

 Marketing of this device using an identification other than that shown in
 this Executive Order or marketing of this device for an application other
 that those listed in this Executive Order shall be prohibited unless prior
 approval is obtained from the Air Resources Board. Exemption of a kit shall
 not be construed as an exemption to sell, offer for sale, or advertise any
 component af a kit as an individual device.

 This Executive Order does not constitute any opinion as to the effect that
 the use of this device may have on any warranty either expressed or implied
 by the vehicle manufacturer.

No claim of any kind, such as "Approved by th~° Air Resources Board" may be
made with respect to the action taken herein in any advertis1ng or other
oral or written communication.

Section 17500 of the Business and Professions Code makes untrue or
misleading advertising unlawful, and Section 17534 makes violation
punishable as a misdemeanor.

Section 43644 of the Health and Safety Code provides as follows:

           "43644.     (a}   No person shall install, sell, offer for sale, or
           advertise, or, except in an application to the state board for
           certification of a device, represent, any device as a motor
           vehicle poliution control device for use on any used motor
           vehicle unless that device has been certified by the state board.
           No person shall sell, offer for sale, advertise, or represent any
           motor vehicle poliution control devicse as a certified device
           which, in fact, is not a certified device. Any violation of the
           subdivision is a misdemeanor."

Any apparent violation of the conditions of this Executive Order will be
submitted to the Attorney General of California for such action as he desms
advisable.

                                    SUMMARY


      Doug Thorley Headers (Thorley) has applied for exemption from the

prohibitions in Vehicle Code Section 27156 for their exhaust crossover pipes

for 1974—1980 Chevrolet and GMC trucks and Blazer/Jimmys with an engine

displacement between 283 to 400 cubic inches, excluding those catalyst equipped

vehicles using feedback controls.

       Thorley has submitted a completed application and all the required

information.   An engineering evaluation conducted by the staff determined the

exhaust crossover pipes would not have an adverse effect on the emissions from

the above vehicles.                                 |

       The staff recommends that Thorley be granted an exemption for their

crossover pipes and that Executive Order D—200—1 be issued.

                       CALIFORNIA ADMINISTRATIVE CODE

1.     INTRODUCTION

       Doug Thorley Headers (Thorley) of 1561 Commerce Street, Corona,

California     91720, has applied for exemption from the prohibitions of Vehicle

Code Section (VC) 27156 for their exhaust crossover pipes for 1974 — 1980

Chevrolet and GMC trucks and Blazer/Jimmys with an engine displacement between

283 and 400 cubic inches, excluding those catalyst equipped vehicles using

feedback controls.

       Thorley has submitted a completed application and all the necessary

information.




II.    CONCLUSIONS
       Based on the submitted information and an engineering evaluation, the

staff concliudes that the installation of the Thorley exhaust crossover pipes

will not adversely affect exhaust emissions from the vehicles for which the

exemption has been requested.



III.    RECOMMENDATION

       The staff recommends the exemption be granted to Doug Thorley Headers

as requested and that Executive Order No. D—200—1 permitting the advertisement,

sates and installation of the exhaust crossover pipes be issued.

       vThe Thorley exhaust crossover pipes are replacements for the original

 equipment manufacturer (OEM) exhaust crossover pipes found on 1974 — 1980

model—year Chevrolet and GMC trucks and Blazer/Jimmys with an engine

 displacement between 283 and 400 cubic inches, excluding those catalyst

 equipped vehicles using feedback controls.   The function of the exhaust

 crossover pipes (both OEM and Thorley) is to route exhaust gases from the two

 exhaust manifolds or headers of the engine into a common pipé which then feeds

 the catalytic converter.



        The installation of the Thorley exhaust crossover pipes do not require

 disconnection or removal of any OEM emission control components and does not

 alter the location of the catalytic converter.



 V.     DISCUSSION

        Thorley submitted all the required information for obtaining a VC 27156

 exemption for the exhaust crossover pipes, part #300Y¥ CO.   Through an

_ engineering evaluation, staff determined that the exhaust crossover pipes will

 not have an adverse impact on the aforementioned vehicles, since they will only

 be used for vehicles without feedback controls and do not aliter the location of

 the catalyst.
