                 Relating to Exemptions Under Section 27156
                            of the Vehicle Code

                                 SCHAUMBURG AUDI
                                PTB THROTTLE BODY
Pursuant to the_afithority vested in the Air Resources Board by'Section 27156
of the Vehicle Code; and

Pursuant to the authority vested in the undersigned by Sections 39515 and
39516 of the Health and Safety Code and Executive Order @—45—5;

IT IS ORDERED AND RESOLVED:    That the installation of the PTB Throttle Body
manufactured by Schaumburg Audi of 3709 Lindenwood Lane, Glenview, Illincis
60025 has been found not to reduce the effectiveness of the applicable
vehicle pollution control system and, therefore, is exempt from the
prohibitions of Section 27156 of the Vehicle Code for 1990 to 1994 Audis
equipped with a 2.8 liter V6 gasoline engine.
Schaumburg Audi‘s PTB Throttle Body is a modified original equipment
manufacturers (OEM) throttle body with the primary barrel enlarged to 1.37".

This Executive Order is valid provided that installation instructions for
the PTB Throttle Body, will not recommend tuning the vehicle to
specifications different from those of the vehicle manufacturer.

Changes made to the design or operating conditions of this throttle body, as
exempt by the Air Resources Board, which adversely affect the performance of
a vehicle‘s pollution control system shall invalidate this Executive Order.

Marketing of this throttle body using any identification other than that
shown in this Executive Order or marketing of the throttle body for an
application other than those listed in this Executive Order shall be
prohibited unless prior approval is obtained from the Air Resources Board.

This Executive Order does not constitute any opinion as to the effect the
use of the throttle body may have on any warranty either expressed or
implied by the vehicle manufacturer.

THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION, ACCREDITATION,
APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR RESOURCES BOARD OF
CLAIMS_OF THE APPLICANT CONCERNING ANTI—POLLUTION BENEFITS OR ANY ALLEGED .
BENEFITS OF SCHAUMBURG AUDI‘S THROTTLE BODY.
No claim of any kind, such as "Approved by the Air Resources Board" may be
made with respect to the action taken herein in any advertising or other
oral or written communication.

Violation of any of the above conditions shall be grounds for revocation of
this order. The order may be revoked only after ten day written notice of
intention to revoke the order, in which period the holder of the order may
request in writing a hearing to contest the proposed revocation. If a
hearing is requested, it shall be held within ten days of receipt of the
requestand the order may not be revoked until a determination after hearing
that grounds for revocation exist.

                                   SUMMARY


       Schaumburg Audi of 3709 Lindenwood Lane, Glenview, I1linois 60025, has

applied for an exemption from the prohibitions in Section 27156 of the

California Vehicle Code (VC) for the PTB Throttle Body.   The PTB Throttle Body

is designed for installation on 1990 to 1994 Audis equipped with a 2.8L V6

gasoline engine.

       Schaumburg Audi submitted a completed application and all other required

information, as well as emissions test data performed at the AutoResearch

Laboratories, Incorporated in Harvey, Illinois which shows that their PTB

Throttle Body does not have any adverse effect on emissions.

       Based on the submitted information, the staff concludes that the PTB

Throttle Body will not adversely affect exhaust emissions from vehicles for

which an exemption is requested.

       The staff recommends that Schaumburg Audi be granted an exemption as

requested and that Executive Order D—367 be issued.

I.     INTRODUCTION

       Schaumburg Audi of 3709 Lindenwood Lane, Glenview, Illincis 60025, has

II.    CONCLUSIONS
       Based on the submitted information, the staff concludes that the PTB

which an exemption is requested.

III.   RECOMMENDATION
       The staff recommends that Schaumburg Audi be granted an exemption for

their PTB Throttle Body for installation on 1990 to 1994 Audis equipped with a

2.8L V6 gasoline engine.     The staff also recommends that Executive Order D—367

be issued.

IV.    PTB THROTTLE BODY DESCRIPTION
       The PTB Throttle Body is specifically designed for installation on 1990

to 1994 Audis equipped with a 2.8L V6 gasoline engine.       The throttle body

operates in conjunction with the original equipment manufacturer‘s (OEM)

computer controlled fuel injection system already certified with the stock

engine.        The purpose of using the PTB Throttle Body is to enhance performance

at part throttle operation.        This is accomplished by machining the primary

barre1 to remove excess metal before the throttle plate.                 This changes the

primary diameter from 0.94" to 1.37".        No changes are made to the stock tune—up

specifications, and Schaumburg Audi does not recommend the use of high octane

fuel when using their product.        Schaumburg Audi has not authorized any other

dealer or manufacturer to conduct its porting and polishing of the OEM throttle

body.

          v.     DISCUSSION OF THE PTB THROTTLE BODY

          Schaumburg Audi has requested that the PTB Throttle Body be exempted for

1990 to 1994 Audis equipped with a 2.8L V6 engine.             A 1994 Audi 100$ equipped

with the PTB Throttle Body was used as the test vehicle.                 Schaumburg Audi

performed testing at AutoResearch Laboratories, Incorporated (ALI) in Harvey,

Illinois to be compared against the vehicle‘s emission standards.

          The results of the exhaust emissions test performed at ALI are shown in

Table 1.

      The CVS—75 emissions test results at ALI indicate that the HC, CO and
NOx emissions of the vehicle, with the PTB Throttle Body installed, are below

the emission standards set for that engine family.   The Air Resources Board did

not conduct confirmatory testing to validate the emission test results

submitted by Schaumburg Audi.

       Schaumburg Audi submitted all of the required information and fulfilled

the requirements for an exemption.   The test results show that the PTB Throttle

Body meets the requirements for exemption.
