                                EXECUTIVE ORDER D—427—19

                         Relating to Exemptions Under Section 27156
                                    of the California Vehicle Code

                      Northern California Diagnostic Laboratories, Inc.
                   NCDL 110ci & 103ci Stage 1, Stage III and Stage IV Kits

Pursuant to the authority vested in the Air Resources Board by Section 27156 of the Vehicle
Code; and

Pursuant to the authority vested in the undersigned by Section 39515 and Section 39516 of
the Health and Safety Code and Executive Order G—14—012;

IT IS ORDERED AND RESOLVED: That the installation of the NCDL 110ci & 103ci Stage 1,
Stage III and Stage IV Kits, produced and marketed by Northern California Diagnostic
Laboratories, Inc. of 2748 Jefferson Street, Napa, California 94558, has been found not to
reduce the effectiveness of the applicable vehicle pollution control systems and, therefore, is
exempt from the prohibitions of Section 27156 of the Vehicle Code for 2007 to 2015 model
year Harley—Davidson Touring, Softail, and Dyna motorcycle models equipped with either a
103 or 110 cubic inch displacement engine.

The NCDL Stage 1 110ci & 103ci Kits: Consists of a new air filter (replaces the OEM air
cleaner assembly, including backplate and mounting bracket) part numbers 29006—09A,
29253—08A, 28716—10, 29098—09, 29080—09, 29264—08, 29440—99D, 29490—09, 29915—09,
29400064, 29400063, 294000163, 294000164, 29490—09, 29915—09, 29400039, 29000066,
29400173, or 29400172, and a new ECM calibration is also included. There are no user
adjustments on the new ECM calibration.

The NCDL Stage III 110ci & 103ci Kits: Consists of the air filter(s) included in Stage 1 Kits
along with following main components: New non—adjustable ECU calibration (p/n NCDL103—3
for 103 inch displacement engines or NCDL110—3 for 110 inch displacement engines), 251 or
259e Camshaft Kit (p/n 25466—06 or 25482—10), Harley—Davidson Piston Kit (p/n 22144—08B or
22942—00A (103 cubic inch engine) or 22502—07 (110 cubic inch engine), Screamin Eagle
Tappets (p/n 18562—02), Screamin Eagle Pushrod Kit (p/n 18404—08 or 18401—03) and Cam
Bearing (p/n 9215). Additional components used in the Stage III kits, if not already installed,
consist of cylinders (110 = 16555—07A, 103 = 16500045A).

The NCDL Stage IV 110ci & 103ci Kits: Consists of the additional components stated in our
Stage I and III Kits above plus CNC ported cylinder heads (part number 16500208 /
16500013A, 16925—11) with optional pistons 22571—07B (110ci) or 22137—08B (103ci) and a
non—adjustable (once installed) ECU calibration (p/n NCDL103—4 for 103 inch displacement
engines or NCDL110—4 for 110 inch displacement engines).

This Executive Order is valid provided the installation instructions for the NCDL 110ci & 103ci
Stage 1, Stage III and Stage IV Kits will not recommend tuning the motorcycle to specifications
different from those of the motorcycle manufacturer.

Changes made to the design or operating conditions of the NCDL 110ci & 103ci Stage 1,
Stage III and Stage IV Kits, as exempt by the Air Resources Board, which adversely affect the
performance of the motorcycle‘s pollution control system shall invalidate this Executive Order.


Marketing of the NCDL 110ci & 103ci Stage 1, Stage III and Stage IV Kits using any
identification other than that shown in this Executive Order or marketing of the NCDL 110ci &
103ci Stage 1, Stage III and Stage IV Kits for an application other than those listed in this
Executive Order shall be prohibited unless prior approval is obtained from the Air Resources
Board.

This Executive Order does not constitute any opinion as to the effect the use of the NCDL
110ci & 103ci Stage 1, Stage III and Stage IV Kits may have on any warranty either expressed
or implied by the motorcycle manufacturer.

This Executive Order is granted based on prior submitted emission test data generated on a
2010 model year Harley—Davidson Touring model with engine family AHDXC1.80AED. Test
results showed that emission levels, with the NCDL Stage IV Kit installed, met the applicable
emission standards when tested using the Cold—Start CVS—75 Federal Test Procedure (FTP).
Results from emission testing conducted at Northern California Diagnostic Laboratories, Inc.,
located in Napa, California, are shown below in grams per kilometer, with deterioration factors
(df) applied.

The Air Resources Board reserves the right in the future to review this Executive Order and the
exemption provided herein to assure that the exempted add—on or modified part continues to
meet the standards and procedures of Title 13, California Code of Regulations, Section 2222,
et. seq.

THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION,
ACCREDITATION, APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR
RESOURCES BOARD OF ANY CLAIMS OF THE APPLICANT CONCERNING
ANTI—POLLUTION BENEFITS OR ANY ALLEGED BENEFITS OF NORTHERN CALIFORNIA
DIAGNOSTIC LABORATORIES, INC.‘S NCDL 110CI & 103CI1 STAGE 1, STAGE III AND
STAGE IV KITS

No claim of any kind, such as "Approved by the Air Resources Board", may be made with
respect to the action taken herein in any advertising or other oral or written communication.

Violation of any of the above conditions shall be grounds for revocation of this order. The
order may be revoked only after a ten—day written notice of intention to revoke the order, in
which period the holder of the order may request in writing a hearing to contest the proposed
revocation. If a hearing is requested, it shall be held within ten days of receipt of the request
and the order may not be revoked until a determination is made after the hearing that grounds
for revocation exist.
