              Relating to Exemptions under Section 27156
                          of the Vehicle Code


                   INTERNAL ENERGY MANAGEMENT CORP.
                      "THE FUEL DOMINATOR" DEVICE


Pursuant to the authority vested in the Air Resources Board by Section
27156 of the Vehicle Code; and

Pursuant to the authority vested in the undersigned by Sections 39515
and 39516 of the Health and Safety Code and Executive Order G—45—5;

IT IS ORDERED AND RESOLVED: That the installation of the "The Fuel
Dominator Device" manufactured by Internal Management Corporation
Henderson, NV 89015 has been found not to reduce the effectiveness of
required motor vehicle polliution control devices and, therefore, is
exempt from the prohibitions of Section 27156 of the Vehicle Code for
1981 and older model year vehicles.

This Executive Order is valid provided that installation instructions
for this device will not recommend tuning the vehicle to specifications
different from those submitted by the device manufacturer.

Changes made to the design or operating conditions of the device, as
exempted by the Air Resources Board, that adversely affect the performance
of a vehicle‘s pollution control system shall invalidate this Executive
Order.

Marketing of this device using an identification other than that shown
in this Executive Order or marketing of this device for an application
other than those listed in this Executive Order shall be prohibited unless
prior approval is obtained from the Air Resources Board.     Exemption of a
kit shall not be construed as an exemption to sell, offer for sale or
advertise any component of a kit as an individual device.

This Executive Order does not constitute any opinion as to the effect
that the use of this device may have on any warranty either expressed
or implied by the vehicle manufacturer.

THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION, ACCREDITATION,
APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR RESOURCES BOARD OfF
ANY CLAIMS OF THE APPLICANT CONCERNING ANTI—POLLUTION BENEFITS OR ANY
ALLEGED BENEFITS OF THE "THE FUEL DOMINATOR DEVICE".

No claim of any kind, such as "Approved by Air Resources Board" may be
made with respect to the action taken herein in any advertising or other
oral or written communication.

No fuel economy test either performed by the Air Resources Board or
considered by the Air Resources Board to be reliable showed any
significant improvement in fuel economy dus to the use of "The Fuel
Dominator Device".

Section 17500 of the Business and Professions Code makes untrue or
misleading advertising unlawful, and Section 17534 makes violation
punishable as a misdemeanor.

Section 43644 of the Health and Safety Code provides as follows:

     "43644.   (a) No person shall install, sell, offer for sale, or
     advertise, or, except in an application to the state board for
     certification of a device, represent, any device as a motor vehicle
     pollution control device for use on any used motor vehicle unless
     that device has been certified by the state board. No person shall
     sell, offer for sale, advertise, or represent any motor vehicle
     pollution control device as a certified device which, in fact, is
     not a certified device. Any violation of this subdivision is a
    misdemeanor."

Any apparent violation of the conditions of this Executive Order will be
submitted to the Attorney General of California for such action as he
deems advisable.

Evaluation of Internal Energy Management Corporation‘s "The Fuel Dominator"
for Exemption from the Prohibitions in Section 27156 of the Vehicle Code
ggdfi?cordance with Section 2222, Title 13 of the California Administrative



I.    INTRODUCTION

      Internal Energy Management Corporation of Henderson, NV has applied for

an exemption from the prohibitions of Section 27156 of the California Vehicle

Code for an add—on device known as "The Fuel Dominator".        Exemption is sought

for installation of this device on all 1981 and older gasoline or diesel

vehicles regardless of make, model or engine configuration.

      The Fuel Dominator device is a variation of a device formerly known as

the "Moleculetor Fuel Energizer Unit" which received exemption from the

prohibitions of Vehicle Code 27156 in November, 1979, and Executive Order D—98

was issued.

II.   DEVICE DESCRIPTION

      There are two Fuel Dominator models, a model 100 and a model 200.       The

differences between them are their outside diameter, length and the diameter

of the fuel passages, within ther device.     (See Figure 1).    The Fuel Dominator

body is made of cylinderical deilrin plastic containing four axial fuel

passages.     Two "funnel" shapfléd adapters are screwed to each end of the device

body allowing for an inline connection to the vehicle‘s fuel supply line at a

point between the fuel tank and fuel pump.

      The device operates, according to the applicant, by "altering the

molecular structure of the fuel that passes through the cylinder ({device)

causing the fuel to burn with increased efficiency".     The staff has yet to

devise a plausible explanation as to how the above can occur.    The stated

purpose of the device is to increase fuel savings up to 23%.

III. SUBSTANTION OF CLAIMS

      The applicant submitted several testimonials and an on—road fuel economy

evaluation to substantiate the fuel economy claims.     However, no laboratory

test data was submitted.     The Air Resources Board did not perform a laboratory

test of the device since, based on the basic laws of physics and chemistry,

the staff could find no reasons that the device will have any effect on

exhaust emissions and fuel economy of motor vehicles.

IV.   DISCUSSION

      The applicant did not submit any scientific data to confirm the operating

principle of the device as described by the manufacturer.    Prior evaluatons of

the device by the ARB ({see November 17, 1979, Air Resources Board Staff

Report) were unable to detect any benefits attributable to the device.

V.    CONCLUSIONS AND RECOMMENDATIONS

      The staff finds no evidence to indicate that the Fuel Dominator will have

any effect on emissions from a motor vehicle.    The staff also finds no

evidence to indicate that the Fuel Dominator will increase fuel economy.

      Due to the lack of any significant adverse emissions effect, the staff

has no other choice but to recommend that the Board exempt The Fuel Dominator

from the prohibitions of Yehicle Code Section 27156.
