State of California AIR RESOURCES BOARD EXECUTIVE ORDER D4115—13 Relating to Exemptions Under Section 27156 — of the California Vehicle Code Holley Performance Products Airmass Exhaust Header Pursuant to the authority vested in the Air Resources Board by Section 27156 of the Vehicle Code; and Pursuant to the authority vested in the undersigned by Section 39515 and Section 39516 of the Health and Safety Code and Executive Order G—02—003; | IT IS ORDERED AND RESOLVED: That the installation of the Airmass Exhaust Header, produced and marketed by Holley Performance Products, 1801 Russelville Rd., Bowling Green, Kentucky 42101, has been found not to reduce the effectiveness of the applicable vehicle pollution control systems and, therefore, is exempt from the prohibitions of Section 27156 of the Vehicle Code for the vehicles listed in Exhibit A, excluding those vehicles certified with the close—coupled catalyst:system. The Airmass Exhaust Header consists of a tu'bu[ar exhaust manifold that is available in painted mild steel (PFLATBLAK), or. ceramic coated mild steel (SHOCROM & COMPBLU}. . %, This Executive Order is valid provided that the installation instructions for the Airmass Exhaust Header will not recommend tuning the vehicle to specifications dn‘ferent from those of the vehicle manufacturer. . . Changes made to the design or opérating conditions of the Airmass Exhaust Header, as — exempt by the Air Resources Board, which adversely affect the performance of the vehicle‘s pollution control system shall invalidate this Executive Order. This Executive Order shall not apply to any Airmass Exhaust Header advertised, offered for sale, sold with, or installed on a new motor vehicle prior to or concurrent W1th transfer to anultlmate purchaser. Marketlng of the Airmass Exhaust Header using any identification other than that shown in this Executive Order or marketing of the Airmass Exhaust Header for an application other than those listed in this Executive Order shall be prohibited unless prior approval is obtalned from the Air Resources Board. This Executive Order does not constltute any opinion as to the effect the use of the Airmass Exhaust Header may have on any warranty either expressed or implied by the vehicle manufacturer.

This Executive Order is issued based on previously submitted test data which showed that use of the header does not cause an adverse effect on the vehicles‘ emissions (Hooker Industries, D—164—8, D—164—10, and D—164—11). Transfer of the Executive Order to Holley Performance Products is due to a change in onwership and does not in any way change the design of the header or the vehicle coverage. _ The ARB reserves the right in the future to review this Executive Order and the exemption provided herein to assure that the exempted add—on or modified part continues to meet the standards and procedures of Title 13, California Code of Regulations, Section 2222, et seq. THIS EXECUTIVE ORDER DOESs NOT CONSTITUTE A CERTIFICATION, ACCREDITATION, APPROVAL, OR ANY OTHER TYPE OF—ENDORSEMENT BY THE AIR RESOURCES BOARD OF ANY CLAIMS OF THE APPLICANT CONCERNING ANTI—POLLUTION BENEFITS OR ANY ALLEGED BENEFITS OF HOLLEY PERFORMANCE PRODUCTS‘ AIRMASS EXHAUST HEADER. No claim of any' kind, such as "Approved by the Air Resources Board", may be made with respect to the action taken herelnin any advertising or other oral.or written communication. 3 Violation of any of the above conditions shall be grounds for revocation of this order. The order may be revoked only after a ten—day written notice of intention to revoke the order, in which period the holder of the order may request in writing a hearing to contest the proposed revocation. EVALUATION SUMMARY Manufacturer Name: Holley Performance Products Name of Device: Airmass Exhaust Header Background: Holley Performance Products of 1801 Russelville Rd., Bowling Green, Kentucky 42101, has applied for an exemption from the prohibitions in Section 27156 of the California Vehicle Code (VC) for the Airmass Exhaust Header designed for the vehicles listed in Exhibit A. Recommendation: ' Grant exemption to HoHey Performance Products as requested, and issue Executive Order D—115—13. Device Description: Holley Performance Products‘ Airmass Exhaust Header is specifically designed ‘for installation on the vehicles listed in Exhibit A. The installation of the system does not require any major modifications to the stock motor. The intent of installing Airmass Exhaust Header is to increase power output from the engine. The power increase is due to theincrease in exhaust gas scavenging. Discussion/Basis for the Recommendation: _ ._ Holley Performance Products has acquired ownership of the various headers covered by the Executive Orders listed in Exhibit B through the purchase of Hooker _ Industries. Holley Performance Products plans to offer the Airmass Exhaust Header line of product with is the same as the headers covered under Executive Order numbers D—164—8, D—164—10, and D—164—11,. Since there is no change in the header design and —vehicle coverage from the original VC 27156 exemption, it has been deemed that testing is not necessary for the Alrmass Exhaust Header‘s exemption for the vehicles listed in Exhibit A. The staff concludes that Holley Performance Products‘ Airmass Exhaust Header mests the requirements for a VC 27156 exemption for the vehicles listed in Exhibit A.
