"TURBOCHARGER KIT (INCLUDING AN OPTIONAL INTERCOOLER) FOR 2.8 LITER TOYOTA SUPRA AND CRESSIDA Y¥EHICLES" Pursuant to the authority vested in the Air Resources Board by Sectiod 27156 of the Y¥ehicle Code; and Pursuant to the authority vested in the undersigned by Sections 39515 and 39516 of the Health and Safety Code and Executive Order G—45—5; IT IS ORDERED AND RESOLYED: That the instaliation of the add—on turbocharger kit {using a 0.98 A/R ratio Ishikawajima—Harima Heavy Industries turbocharger), with an optional intercooler, manufactured by Spearco Performance Products, Inc., of 7541 Woodman Place, Van Nuys, California 91405, has been found not to reduce the affectiveness of required motor vehicle pollution control devices and, therefore, is exempt from the prohibitions of Section 27156 of the Vehicle Code for the following Toyota vehicles with a 2.8 liter (168 CID) fuel injected six—cylinder engine: Turbo Kit No. Yehicle Models 9898 . 1982 Supra 9899 1983 Supra 9900 1983 Cressida 9908 {intercooled) 1982—1984 Supra 9910 (intercooled)} 1983—1984 Cressida 9909—A (intercooled) o 1985 Supra and Cressida This Executive Order is valid provided that installation instructions for this device will not recommend tuning the vehicle to specifications different from those submitted by the device manufacturer. Changes made to the design cr—operating conditions of the device, as exempted by the Air Resources Board, that adversely affect the performance of a vehicle‘s poliution control system shall invalidate this Executive Order. Marketing of this device using an identification other than that shown in this Executive Order or marketing of this device for an application other than those lTisted in this Executive Order shall be prohibited unless prior

Exemption of a kit shall not be construed as an exemption to sell, offer for sale, or advertise any component of a kit as an individual device. This Executive Order does not constitute any opinion as to the effect that the use of this device may have on any warranty eitherexpressed or implied by the vehicle manufacturer. THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATIGH, ACCREDITATION, APPROYAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR RESOURCES BOARD OF ANY CLAIMS OF THE APPLICANT CONCERNING ANTI—POLLUTION BENEFITS OR ANY ALLEGED BENEFITS OF THE SPEARCO ADD—ON TURBOCHARGER KIT FOR 2.8 LITER TOYOTA SUPRA AND CRESSIDA VEHICLES. No claim of any kind, such as "Approved by Air Resources Board" may be made with respect to the action taken herein in any advertising or other oral or written communication. Section 17500 of the Business and Professions Code makes untrue or misleading advertising unlawful, and Section 17534 makes violationm punishable as a misdemeanor. Section 43644 of the Health and Safety Code provides as follows: "43644. {a} No person shall install, sell, offer for sale, or advertise, or, except in an application to the state board for certification of a device, represent, any device as a motor vehicle poliution control device for use on any used motor vehicle unless that device has been certified by the state board. No person shall sell, offer for sale, advertise, or represent any motor vehicle pollution control device as a certified device which, in fact, is not a certified device. Any viciation of this subdivision is a misdemeanor." — Any apparent violation of the conditions of this Executive Order will be submitted to the Attorney General of California for such action as he deems advisable. SUMMARY Spearco Performance Products, Inc. of 7541 Woodman Place, Yan Nuys, California 91405, has requested an update to the existing Air Resources Board‘s Excutive Order (E.0.) No. D—140—1 which exempted five (5) Spearco turbo kits (including optional intercoolers)} from the prohibitions in Vehicle Code Section 27156 for installation on 1982 through 1984 Toyota Supra and Cressida vehicles. The applicant requested an update of the above E.0. to include fuel—injected 1985 model—year Toyotas. Based on test data from previous comparative exhaust emissions tests performed on a 1984 Toyota Supra and the fact that the engine and emission control systems of 1985 fuel—injected Toyota Supras and Cressidas are carryovers (identical) from the 1984 model—year, the staff concludes that the Spearco‘s turbocharger kits ({with and without the optional intercooler) will not adversely affect exhaust emission from 1985 and older model—year Toyota Supras and Cressidas equipped with 168 CID fuel—injected six—cylinder engines. The staff recommends that Spearco Performance Products, Inc. be granted an update exemption for their add—on turbocharger kits to include 1985 Toyota Supras and Cressidas and that Executive Order D—140—4 be issued.

CONCLUSION Based on test data from previous comparative exhaust emission tests performed on a 1984 Toyota Supra and the fact that the engines and emission control systems of the 1985 fuel—injected Toyota Supras and Cressidas are carryovers (identical) from the 1984 model—year, 168 CID, Toyotas, the staff concludes that Spearco‘s turbocharger kits (with and without the

optional intercooler) will not adversely affect exhaust emissions from 1985 and older model—year Toyota Supras and Cressidas equipped with fuel—injected 168 CID six—cylinder engines. III. RECOMMENDATIONS The staff recommends that Spearco be granted an update exemption for their add—on turbocharger kits to include 1985 Toyota Supras and Cressidas and that Executive Order D—140—4 be issued. IV. TURBOCHARGER KIT DESCRIPTION AND OPERATION A detailed description of Spearco‘s turbocharger kit and its operation can be found in the previous ARB staff report dated February 6, 1984. V. DISCUSSIDN Spearco Performance Products, Inc.‘s turbocharger kits applicable for 1982 Toyota Supra and 1983—1984 Toyota Supra and Cressida having a 168 CID, fuel—injected engine were granted an exemption (E.0. No. D—140—1) on February 6, 1984. The exemption was granted on the basis that the effectiveness of the vehicle‘s pollution control system was not reduced. Evaluation consisted of comparative (baseline versus turbocharged/not intercooled and baseline versus turbocharged/intercooled) CVS—75 and HFE tests at normal certification dynamometer road loading. The applicant requested that the exemption be updated to include 1985 Toyota Supra and Cressida with a fuel—injected, six—cylinder, 168 CID engine for their turbocharger kit No. 9909—A.

_In response to the request, the staff compared the engine design of 1984 to 1985 model—year Toyota Supra and Cressida vehicles with a 168 CID engine and found that the engines and emission control systems on these 1985 model—year vehicles are carryovers from 1984 models. The 1985 models will have the same degree of performance/emissions impact as the previous modelfyear vehicles. Since the data from a 1984 Toyota Supra test vehicle showed that the vehicle‘s emissions were not adversely affected when the turbocharger kit (with and without the intercooler) was installed, the Spearco kit will have no adverse effect on the 1985 vehicles. No additional testing was required or performed for updating the exemption.
