                         Relating to Exemptions Under Section 27156
                                      of the Vehicle Code

                                       DOUG THORLEY
                                       Exhaust Headers

Pursuant to the authority vested in the Air Resources Board by Section 27156 of the
Vehicle Code; and

Pursuant to the authority vested in the undersigned by Sections 39515 and 39518 of the
Health and Safety Code and Executive Order G—45—9;

IT IS ORDERED AND RESOLVED: That the installation of the Exhaust Headers
manufactured by Doug Thorley of 1561 Commerce Street, Corona, California 91720, has
been found not to reduce the effectiveness of the applicable vehicle pollution control system
and, therefore, is exempt from the prohibitions of Section 27156 of the Vehicle Code for
those applicable vehicles as listed in Exhibit A of this Executive Order.

The Doug Thorley‘s Exhaust Headers are of a long tube style design. Installation may
require the use of a connecting Y pipe. Both the exhaust header and Y pipe are
manufactured out of 14 gage mild steel. On vehicles that are equipped with an oxygen
sensor, the sensor is located either on the header‘s collector or at the top of the Y pipe
similar to the vehicles stock conflgura’uon

This Executive Order is valid provided that installation instructions for this device will not >
recommend tuning the vehicles to specifications different from those of the vehicle
manufacturer.

This Executive Order shall not apply to any Doug Thorley Header advertised, offered for
sale, sold with, or installed on a new motor vehicle prior to or concurrent with transfer to an
ultimate purchaser.

Changes made to the design or operating conditions of the device, as exempt by the Air
Resources Board, which adversely affect the performance of a vehicle‘s pollution control
system shall invalidate this Executive Order.

Marketing of this device using any identification other than that shown in this Executive
Order or marketing of this device for an application other than those listed in this Executive
Order shall be prohibited unless prior approval is obtained from the Air Resources Board.

This Executive Order does not constitute any opinion as to the effect the use of the device
may have on any warrantyeither expressed or implied by the vehicle manufacturer.

  This Executive Order is granted based on submitted emissions test data conducted at
  California Analytical Instruments on a 1999 General Motors 5.3L truck and a 1999 Dodge
  5.9L Durango, both certified to the low emission vehicle (LEV) emission standards. Test
  results showed that tailpipe emissions with the Doug Thorley Headers installed—on the
  trucks meet the applicable emission standards during a Cold Start CVS—75 Federal Test
  Procedure.

  This Executive Order is also based on the On Board Diagnostic II (OBD II) testing
  conducteéd on the same test vehicles. Test data showed that the headers when installed on
  the vehicles did not affect the vehicles‘ ability to perform their OBD I! monitoring.

  THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION,
  ACCREDITATION, APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE
  AIR RESOURCES BOARD OF CLAIMS OF THE APPLICANT CONCERNING
  ANTI—POLLUTION BENEFITS OR ANY ALLEGED BENEFITS OF DOOUG THORLEY‘S
  EXHAUST HEADERS.

  No claim of any kind, such as "Approved by the Air Resources Board," may be made with
  respect to the action taken herein in any advertising or other oral or written communication.

+ Violation of any of the above conditions shall be grounds for revocation of this order. The
  order may be revoked only after ten days written notice of intention to revoke.the order, in
  which period the holder of the order may request in writing a hearing to contest the
  proposed revocation. If a hearing is requested, it will be held within ten days of receipt of
  the request and the order may not be revoked until a determination is made after the
  hearing that grounds for revocation exist.

  Executive Order D—200—20, dated July 1999, is superseded and of no further force and
  effect.
