                        Relating to Exemptions Under Section 27156
                                     Of the Vehicle Code

                                  QE—Research Corporation
                                   1QE—2001, 1QE—2001(D)


WHEREAS, Vehicle Code Sections 27156 and 38391, and Title 13, California Code of
Regulations (hereafter "CCR") Section 2222(e), authorize the California Air Resources Board
(ARB) and its Executive Officer to exempt add—on and modified aftermarket devices from the
prohibitions of Vehicle Code Section 27156.

WHEREAS, QE—Research Corporation of 662 Hamiiton Avenue, Palo Alto, California 94301,
has applied to the ARB for exemption from the prohibitions in Vehicle Code Sections 27156
and 38391 for its 1QE—2001 and IQE—2001(D).

WHEREAS, pursuant to the authority vested in the Executive Officer by Health and Safety
Code Section 39515 and in the Chief, Mobile Source Operations Division by Health and
Safety Code Section 39516 and Executive Order G—45—9, the ARB finds that:

1.    The 1QE—2001 or 1QE—2001(D) is an add—on device installed around the fuel line, in the
      fuel filter and in the air intake system of a motor vehicle.

2.    The IQE—2001 or 1QE—2001(D) is intended for use with a required motor vehicle
      pollution control system.

3.    The 1QE—2001 or 1QE—2001(D) by being installed around the fuel line, in the fuel filter
      or in the air intake system alters the original design of a motor vehicle pollution control
      system.

4.    The 1QE—2001 or 1QE—2001(D) is a device subject to the prohibitions of Vehicle Code
      Section 27156 and an add—on part as defined by Title 13, CCR Section 1900 (b)(1).

5.    The 1QE—2001 or IQE—2001(D) does not reduce the effectiveness of any required
 '    motor vehicle pollution control system.

6.    Based on test data submitted by the manufacturer, the 1QE—2001 or 1QE—2001(D) will
      have no adverse effect on vehicular emissions. However, the test data do not            ‘
      provided adequate basis to support any claims of emission reduction or fuel economy
      benefit from use of the device.


      It has not been determined what effect the use of the 1QE—2001 or 1QE—2001(D) may
      have on any warranty; either expressed or implied, by the manufacturer of a motor
      vehicle on which the device is installed.

      The 1QE—2001 or 1QE—2001(D) is not a certified motor vehicle pollution control device
      pursuant to Health and Safety Code Section 43644.

      The ARB by granting an exemption to QE—Research Corporation for the 1QE—2001 or
      1QE—2001(D) does not recommend or endorse in any way the IQE—2001 or IQE—
      2001(D) for emissions reduction, fuel economy, or any other purpose.

IT 1S HEREBY RESOLVED that the IQE—2001 and 1QE—2001(D) are exempt from the
prohibitions of Vehicle Code Section 27156 for installation on 2001 and older model—year
vehicles (1QE—2001 for gasoline vehicles and 1QE—2001(D) for diesei vehicies) subject to the
following conditions:

1.    No changes are permitted to the IQE—2001 or 1QE—2001(D) device as described in the
      application for exemption. Any changes to the 1IQE—2001 or IQE—2001(D), applicable
      model years, or other factors addressed in this order must be evaluated and approved
      by the ARB prior to marketmgin California.

      Marketing of the 1QE—2001 or 1QE—2001(D) without a permanent label showing the
      Executive Order number or marketing of the IQE—2001 or IQE—2001(D) for an
      application other than that stated in this Executive Order shall be prohibited unless
       prior approval is obtained from the ARB. Exemption of this product shall not be
      construed as an exemption to sell, offer for sale, or advertise any components of the
      1QE—2001 or 1QE—2001(D) as an individual device.

      Any oral or written references to this Executive Order or its content by QE—Research
      Corporation, its principals, agents, employees, distributors, dealers, or other
      representatives must include the disclaimer that the Executive Order or the exemption
      it provides is not an endorsement or approval of any emission reduction claims for the
      1iQE—2001 or IQE—2001(D) and is only a finding that the IQE—2001o0r 1QE—2001(D) is
       exempt from the prohibitions of Vehicle Code Section 27156.

      This exemption shall not apply to any device, apparatus, or mechanism advertised,
      offered for sale, sold with, or installed on a motor vehicle prior to or concurrent with
      transfer to an ultimate purchaser.

      No claim of any kind, such as "Approved by the Air Resources Board" may be made
      with respect to this Executive Order in any advertising or other oral or written
      communication.

      THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION,
      ACCREDITATION, APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR
      RESOURCES BOARD OF ANY CLAIMS OF THE APPLICANT CONCERNING ANTi—
      POLLUTION BENEFITS OF THE 1QE—2001 and IQE—2001(D).

      Violation of any of the above conditions shall be grounds for revocation of this order. The
      order may be revoked only after ten day written notice of intention to revoke it, during which
      period the holder of the order may request in writing a hearing to contest the proposed
      revocation. If a hearing is requested, it shall be held within ten days of receipt of the request,
      and the order may not be revoked until a recommendation is made, after the hearing, that
      grounds for revocation exist.

                             EVALUATION SUMMARY

Background:
       QE—Research Corporation of 662 Hamilton Avenue, Palo Alto, California
94301, has applied to the ARB for exemption from the prohibitions in Vehicle
Code Sections (VC) 27156 and 38391 for its 1QE—2001 designed for 2001 and
older model year gasoline vehicles and IQE—2001(D) for 2001 and older model
year diesel vehicles.

Recommendation:
      Grant exemption to QE—Research Corporation as requested and issue
Executive Order D—524.

Device Description:
      QE—Research Corporation‘s IQE—2001 and IQE—2001(D) are add—on
devices made up of magnets and other patented materials designed to produce
very weak electro—magnetic radiation. The IQE—2001 consists of two components
intended for installation on a gasoline vehicle; one for the fuel line and the other
for the air intake hose. The 1QE—2001(D) consists of three components intended
for installation on a diesel vehicle; one for the fuel line, one for the air intake duct
and theother for the side fuel filter. The manufacturer claims that use of the IQE—
2001 and 1QE—2001(D) devices cause the hydrocarbon chains to break easily,
resulting in an efficient burn and reduced emissions.

Discussion/Basis for the Recommendation:
       The manufacturer claims the IQE—2001 and IQE—2001(D) devices induce
quantum energy radiation which activates the hydrocarbons and oxygen
molecules resulting in improved combustion. The manufacturer has not provided
a clear scientific explanation as to how this phenomenon could occur. However,
although unsolicited, the manufacturer submitted emission test results conducted
at the Clean Air Vehicle Technology Center in Hayward, California. Testing was
conducted using Cold—start CVS—75 Federal Test Procedures (FTP) on two
gasoline vehicles: a 2001 model year 4.3L GMC Jimmy and a 2001 3.8L Pontiac
Grandprix. Also, a 1999 model year International 4700 truck with a DT444
engine was testing using the UDDS heavy—duty chassis cycle. The test results
are as follows:

Exhaust emission test results show that the device when installed on the vehicles
did not cause emissions to significantly increase over the baseline levels. QE—
Research Corporation met the requirements for a VC 27156 exemption.
