                Relating to Exemptions under Section 27156
                            of the Vehicle Code


                     S & $ RESEARCH AND ELECTRONICS
                   "SURE SAFE" AUTO ANTI—THEFT SYSTEM


Pursuant to the authority vested in the Air Resources Board by Section
27156 of the Vehicle Code; and

Pursuant to the authority vested in the undersigned by Section 39515 of
the Health and Safety Code;

IT IS ORDERED AND RESQOLVED: That the installation of the "Sure Safe"
auto anti—theft system, manufactured by S & S Research and Electronics
of 6308 Woodman Avenue, Yan Nuys, California, 91401 has been found to
not reduce the effectiveness of required motor vehicle poliution
control devices and, therefore, is exempt from the prohibitions of
Section 27156 of the Vehicle Code for installation on vehicle ignition
systems.

The device is a solid state unit, consisting of resistors, transistors,
and a relay, and is installed at the primary. side of the ignition system.
The device when activated will disable the engine after 30 seconds or
less time delay by grounding the negative side of the coil. The engine
can be started again after de—activating the device.

This Executive Order is valid provided that installation instructions
for this device will not recommend tuning the vehicle to specifications
different than those listed by the vehicle manufacturer.

Changes made to the design or operating conditions of the device, as
exempted by the Air Resources Board, that adversely affect the per—
formance of a vehicle‘s pollution control system shall invalidate
this Executive Order.

Marketing of this device using an identification other than that shown
in this Executive Order or marketing of this device for an application
other than those listed in this Executive Order shall be prohibited unless
prior approval is obtained from the Air Resources Board.

This Executive Order does not constitute any opinion as to the effect
that the use of this device may have on any warranty either expressed or
implied by the vehicle manufacturer.


THIS EXECUTIVE ORDER DOES NOT CONSTITUTE A CERTIFICATION, ACCREDITATION,
APPROVAL, OR ANY OTHER TYPE OF ENDORSEMENT BY THE AIR RESOURCES BOARD OF
ANY CLAIMS OF THE APPLICANT CONCERNING ANTI—POLLUTION BENEFITS OR ANY
ALLEGED BENEFITS OF THE "SURE SAFE AUTO ANTI—THEFT SYSTEM".

No claim of any kind, such as "Approved by Air Resources Board" may be made
wth respect to the action taken herein in any advertising or other oral
or written communication.

Section 17500 of the Business and Professions Code makes untrue or mis—
leading advertising unlawful, and Section 17534 makes violation punishable
as a misdemeanor.

Section 43644 of the Health and Safety Code provides as follows:

     "43644."   (a) No person shall install, sell, offer for sale, or adver—
     tise, or, except— in an application to the State board for certification
     of a device, represent, any device as a motor vehicle pollution control
     device for use on any used motor vehicle unless that device has been‘
     certified by the State board.   No person shall sell, offer for sale,
     advertise, or represent any motor vehicle pollution control device as
     a certified device which, in fact, is not a certified device. Any
     violation of this subdivision is a misdemeanor."

Any apparent violation of the conditions of this Executive Order will be
submitted to the Attorney General of California for such action as he deems
advisable.                                       .

                                 Staff Report


                     Evaluation of the S & S Research and
                Electronics "Sure Safe" Auto Anti—Theft System


      Introduction

      $ & S Research and Electronics of 6308 Woodman Ave., Van Nuys,

      California 91401 has submitted an application requesting an

      exemption from the prohibitions of Section 27156 of the Motor

      Vehicle Code for the "Sure Safe" auto anti theft system for

      installation on the ignition system (See Exhibit A.)


II.   System Description and Function

      The device is a solid state unit which consist of resistors, tran—
      sistors, and relay incapsulated in a housing;     It is installed at

      the primary side of the ignition system (Exhibit B).       The device

      when turned on is activated after the engine has been started.

      After 30 seconds or less time delay the unit will disable the

      engine by grounding the negative side of the coil primary.       The

      engine can be restarted again after de—activating the device.


III. System Evaluation

      The applicant did not submit any emission data indicating the

      device will not have any adverse effect on the emission control

      system.


        Since the device acts as a switch only and does not affect the

        operating characteristics of the ignition system it is the staff‘s

        judgement that an emissions test is not necessary.    The ARB Laboratory

        tested the operation of the system and was satisfied that the

        device operates as claimed by the applicant.   The installation of

        the device, however, could cause some safety hazard and this con—

        cern was brought to the attention of the California Highway Patrol.



IV.     Conclusion and Recommendation

        Based on the evaluation of the device and the installation instructions,

        it is the opinion of the staff that the "Sure Safe"    auto anti—theft system

        would not adversely affect the performance or operation of the OEM

        polilution control system.



        The staff recommends that S & S Research and Electronics be granted

        an exemption from Vehicle Code Section 27156 for their "Sure Safe"
      . auto anti—theft system.

 S&S Research and electronics has introduced in té the market a silent

 Anti—Auto theft device under the trade name of "Sure Sefe".                  This

 device is a solid étate vnit, when turned on is activated after the

 engine has been started, either by key or hot wire.               After a 20 second

 delay the unit inabl;s ;;he engines ignition coil by grounding the

 minus side of the coils secondary winding. With the coils secondery

 winding grounded {by the anti—theft unit) the coils magnetic field

 can'not colapse. Vith the magnetic field held in a.stable state

 the primary winding can not produce tre high voltagenceded to fire

 the spark pliugs.   Thus the engine stops in the same manner as if

 you were to turn the key off after running the engine for 20 seconds.



 Since no wires aree%     cut, removed, Or r_eplaced from the manufactures

 original ignition systm the enti—theft unit does not add to, ;31‘ take

 away or effect fihe normal performance of toe engines ignition system,

— mor any of it‘s smog control system.       Even if the anti—theft unit

 should fail physically or electronicaly the ignition system would

 still function normally.
