State of California AIR RESOURCES BOARD EXECUTIVE ORDER D42 . Relating to Exemptions under Section 27156 of the Vehicle Code RIVERSIDE PERFORMANCE PRODUCTS CO. "AIR—FLOW NEEDLE" Pursuant to the authority vested in the Air Pesources Board by Section 27156 of the Vehicle Code; and Pursuant to the authority vested in the undersigned by Section 39023 of the Health and Safety Code; 4 1 IT IS ORDERED AND RESOLYED: That the installation of the "AMir—Flow Needle" device manufactured by Riverside Performance Products Co., 1112 West 01ymp1c Blvd., Los Angeles, California 90015 has been found to not reduce the effect1veness of required motor vehicle pollution control devices and, therefore, is exempt from the prohibitions of Section 27156 of the Vehicle Code for 1969 and older model—year vehicles with an engine displacement of over 140 cubic inches. The "Air—Flow Needle" device replaces the OEM carburetor idle jets and . allows air to be bled into the engine through a 0.052 inch diameter orifice. This Executive Order is valid provided that installation instructions for this device will not recommend tuning the vehicle to specifications different than those listed by the vehicle manufacturer. Changes made to the design or operating conditions of the device as originally submitted to the Air Resources Board for evaluation that adversely affect the performance of the vehicle‘s pollution control devices shall invalidate this Executive Order. Marketing of this device using an identification other than that shown in this Executive Order or marketing of this device for an application other than those listed in this Executive Order shall be prohibited unless prior approval is obtained from the Air Resources Board. This Executive Order does not constitute any opinion as to the effect that the use of this device may have on any warranty either expressed or implied by the vehicle manufacturer.

(a) No person shall install, sell, offer for sale, or adver— tise, or, except in an application to the board for accreditation of a device, represent, any device as a motor vehicle pollution control device for use on any used motor vehicle unless that device has been accredited by the board. AIR RESOURCES BOARD October 21, 1974 Staff Report Evaluation of Riverside Performance Products Company‘s "Air—Flow Needle" Device for Exemption from the Prohibitions of Section 27156 or the Vehicle Code I. Introduction Riverside Performance Products Company, Los Angeles, California has applied for an exemption from the prohibitions of Section 27156 of the Vehicle Code for its "Air—Flow Needle" device. This section prohibits the installation of any device which reduces the effective— ness of required motor vehicle emission control systems. The spplicant is requeéting the exemption_be.granted for 1974 aqd older model—year vehicles with engine displacements over 140 cuble inches. Iio System Description and Function The "Air—Flow Needle" device is installed in the carburetor and replaces the OBM idle jets. The device is a 1—3/4 inch long externally threaded hollow rod with a 0.052 diemeter orifice at one end. .See Figure 1. The OFEM jet is used to determine the location of lock nuts threaded on the rod to provide the proper length jet. The applicant states that the device will improve fuel economy by leaning the air/fuel mixture.

Evaluation of Riverside Performance Products Company‘s "Air—Flow Needle" Device for Exemption from the Prohibitions of Section 27156 of the Vehicle Code Do > October 21, 1974 III. > ARB Evaluations The "Air—Flow Needle" device is similar in Gdesign and identical in operation to a previously evaluated device, the "Econo-Née%dé“. In its evaluation of the "Econo-Née%fi;" device, the staff determined that the 0.6 CFM gir bleed capabilities of the device did not significantly increase exhaust emissions of 1969 and older model— year vehicles with engine'displacements of over L140 cubic inches. Recommendations and Conclusions It is the opinion 0f the staff that the "Air—Flow Needle" device is identical in operation as the "Econo—Needle" device. Therefore, it is recommended that Riverside Performance Product Company be granted an exemption from the prohibitions of Vehicle Code Section 27156 for its "Air—Flow Needle" device for installation of 1969 and older model—year vehicles equipped with engine displace— ‘ments over 140 cubic inches.
